Background:
In an era when people with psychic powers were beginning to emerge, Hyoubu Kyousuke was born to a Normal father and an esper mother. After the death of his mother, Hyoubu's father, who was a scientist who studied ESP and espers, forbid him from using his powers. It was because his father felt his research, his forcing Hyoubu's mother to use her powers was what killed her. Having powers just meant espers would be used by others so Hyoubu grew up for a while under the impression that he wasn't supposed to use his powers. His father died when he was seven and Hyoubu was put under the care of an old acquaintance of his father, another esper researcher his father knew from school, the Baron Tsubomi.

He brought Hyoubu to his home where he met the Baron's daughter, one Tsubomi Fujiko, an esper with abilities similar to his own. Unlike Hyoubu, his new older sister was proud of her powers and used them at every oppurtunity. She was a law unto herself and while she could be over-bearing, he obviously cared about her. Shortly after he came to live with the Baron and his daughter, the estate got a visit from a man called Saotome who was followed by another esper by the name of Utsumi. They had come to see the Baron to talk about the creation of a special esper unit.

The year then, was 1937 and the world was at war. Other countries were already making use of espers in the military. Japan, however, did not have such a unit. Saotome wanted to create the first esper unit, tempting both Fujiko and Hyoubu with the fact that even if society saw them as monsters, even if they were minors, even if Fujiko was a girl, they could make a difference. As long as they had powers, they could go wherever they wanted, fight however they wanted, make their lives whatever they wanted...and by proving themselves in the war, they could change the way society views espers.

Hyoubu seemed to be taken in by those words, but his sister would have none of it. After angrily declining the proposition, she dragged Hyoubu out of the room without giving him a choice in the matter.

...then after a short horse ride she changed her mind and had them both pack their bags and dragged Hyoubu with her to wait for Saotome on the roof of the place he was staying at. They were enlisting.

(For the better part of his young life, Hyoubu will be dragged along by his sister like this.)

However, despite their commander's vision, the special ESP unit continued to be treated like a bunch of monsters. Eventually this all came to a head when Fujiko punches out a police officer and a naval officer in one afternoon.

The result was that Commander Saotome made a gambit with the higher ups: one person from the ESP unit will go against the prototype of the newest fighter plane and if they lose they will disband the special ESP unit. The one chosen to take on this task was Hyoubu.

He trained for this match that would determine the future of the ESP unit and during that time his sister approaches him, telling him why she dragged him along and what she wanted to do and told him, "Win, Kyousuke! Win against all your enemies."

He won the mock battle, proving the worth of esper soldiers and winning the approval of his opponent. For them it was a bright beginning, from there on they thought they could do anything, go anywhere and Hyoubu, being the one to win them this decisive victory basked in the centre of it.

But this was as bright as things will ever get.

The prejudice against espers persisted and, no matter how powerful they were, Hyoubu and his companions were not enough to turn the tides of the war. Japan would eventually surrender, and the war will end.

Worse yet, some time after the bombing of Hiroshima, Hyoubu returned to the Baron Tsubomi's estate to report to his commander only to be told that he will one day lead an esper rebellion against Normals. It was a vision they received from the brain of a dead esper dolphin who also happened to be a level 7 precog, meaning its predictions had a 100% chance of coming true. To prevent this future, Saotome shot Hyoubu before revealing that the entire ESP unit will be disposed of. Afterwards, the man who Hyoubu had trusted, the one that once told him 'you can stay right here, just as you are' put a bullet in his forehead.

However, Hyoubu didn't die. In dire circumstances, espers have been known to have abilities suddenly awaken or to experience a power up. That was what happned to Hyoubu Kyousuke that day. He ended up killing Saotome and attempted to save his teammates. He fails, however and every one of them besides Fujiko dies, some of them right in front of his eyes.

The year was 1945. Hyoubu was probably around 15 to 16.

After that, Hyoubu murdered everyone involved with the deaths of the ESP unit and became a wanted criminal.

At some point he began picking up other esper children, ones orphaned by war or simple abandoned because of their powers. He took them in and raised them and they eventually became a part of his esper criminal orginization "P.A.N.D.R.A." Hyoubu and P.A.N.D.R.A. became the target of a goverment organization that uses espers to help the country, B.A.B.E.L., which was founded by his adopted sister Fujiko.

Hyoubu was caught and imprisoned by B.A.B.E.L. when he visited the newborn Akashi Kaoru, the woman who, according to the same precog that predicted Hyoubu's esper rebellion against Normals, would one day become the Queen of Catastrophe and leader of the espers.

B.A.B.E.L.'s containment cell could not actually hold Hyoubu but he gave the appearance of being trapped there until Kaoru was ten after which he broke out and rejoined his companions in P.A.N.D.R.A.

He disappeared from B.A.B.E.L's radar for a while as P.A.N.D.R.A. went overseas to conduct its business. Occasionally he'd return to check on Kaoru and the others.

Eventually both him and P.A.N.D.R.A. will return to Japan in time to run into a new threat in the form of Black Phantom an orginization run by Normals who use mind-controlled espers as assassins. Unlike Hyoubu's P.A.N.D.R.A., Black Phantom uses a powerful hypno user to force espers to submit to their wills and have them pay for their failuires with death. To Hyoubu who vowed to use his powers only to help espers, who created P.A.N.D.R.A. in part as a final fortress to protect espers, Black Phantom wasn't just a threat: it was an existence he fully intended to wipe out. In order to combat Black Phantom, P.A.N.D.R.A. and B.A.B.E.L. began working together because both of them wanted to see it destroyed.

At some point, a strange esper who called herself Feather emerged. Despite not being a precog she somehow knew about future events. It wasn't long before Hyoubu began to suspect that she was from the future, and he had a feeling he knew what her true identity was. However, he didn't think it mattered. If he was right, then she was from a future that will soon no longer come to pass because he was going to change it. However, it was because of Feather that Hyoubu discovered the identity of Black Phantom's hypno user, a girl in Kaoru's class by the name of Yuuri.

Later, Kaoru and the rest of her class (including the younger P.A.N.D.R.A. espers who were attending the same school) were going to put on a play for a festival, and Hyoubu promised to go. He had an ulterior motive, of course. Making use of the senior P.A.N.D.R.A. members, he captured Yuuri while making it possible for the play the children were putting on to continue uninterrupted.

In terms of power, Hyoubu's hypno was weaker than Mirage (Yuuri's original personality) but he was able to outwit her. Though it appeared like he planned to kill her, what he actually did was seal both Mirage and Phantom away, taking away Yuuri's memories of Black Phantom and the man she called 'father'. This left the surface personality who knew nothing about Black Phantom. He understood that she never made the decision to brainwash the esper children. She had been ordered to by the head of Black Phantom and, not knowing any other life, she did what she was told. When Phantom emerged breifly to say that the only reason he could seal her and Mirage away were because they wanted this, but if he continued to go after their father, Mirage wouldn't just sit back. She would fight.

Hyoubu's reply was simple, "Try living as a normal girl. If you decide to live as a part of Black Phantom after that, then I'll do everything I can to stop you. Because then it will be of your own free will."

After making it so that Black Phantom won't be able to use her again, he sends her back to her friends for the ending act of their play. He takes the two espers living with her under P.A.N.D.R.A.'s protection even though they'll continue living with the now sealed Yuuri, and will even send out his own espers to help protect her from Black Phantom.

Afterwards he teleports away from the school after both Minamoto and Kaoru thank him, the former for not causing trouble at the festival, and the latter because even though she wasn't sure what but she felt like he'd done something important. He left in a huff after throwing his guest pass at Minamoto's face.

Character Personality:
Hyoubu Kyousuke is the kind of personality you get when you take a naive, bright-eyed and optimistic boy and systematically destroy everything that had ever mattered to him in the world, starting by having the man he looked up to shooting him through the head. He was a person who wasn't strong enough to pick himself back up to reach for the light again. Instead, he let himself fall into the darkness, letting his hate and his distrust of Normals fester and grow until it became a really large part of who he was.

Fujiko describes Hyoubu as a person who is so focused on the past and the future that he's no longer living in the present. He is, in many sense of the word, a ghost who is unable to grow or change as reflected by his unchanged appearance. And Fujiko's assessment is pretty accurate. Everything Hyoubu does is influenced either by his past, or the future he saw predicted by the dolphin precog. He always calls Kaoru, Aoi and Shiho by their future titles and everytime P.A.N.D.R.A. meets the girls, he tries to show them why Kaoru will be their Queen in the future. While he does occasionally act on a whim without care for the future, ultimately, he's willing to bet everything he is and everything he has on the future. This is also why more than one character has noted that he seems lonely or sad, because for him, no one from his time is left. Not even his sister since they're enemies now.

He once told someone that he'd already died once, that he was only being tied to the present by regrets, showing that he doesn't feel like he belongs in the present, not anymore. As such he shows an almost blatant disregard for his own life. This disregard isn't manifested simply as Hyoubu not taking proper precautions to protect himself (though he does that too) it also manifests in the way he's willing to dirty his own hands so that others near him don't have to. Because of this, while he lets other memebers of P.A.N.D.R.A. help him, when things get really dangerous, or if they're faced with a situation where the only way to solve it is to commit an unforgiveable sin (like murdering a child) he won't let any of them come with him. He would even go as far as to not let the younger memebers know what he'd gone to do. After all what's dying to someone who's already died once? And his hands are already stained with blood. What's one more sin on his shoulders, one more life on his concious. It's not fair, he knows. Not fair to the children he's taken in, selfish even. But he's a criminal, after all.

Hyoubu likes to give the impression that he doesn't care. That he'll only use his powers to help espers and that all Normals and everyone at B.A.B.E.L. besides Kaoru, Aoi and Shiho could all die and he wouldn't care. However, the problem is that he can't really stop caring.

He's seen the worst of humanity, seen the destruction that they caused and the way they can so callously hurt others, not just espers. He hates that aspect of humanity. At the same time, however, in canon he once used his powers to protect a Normal, a little girl who had lost her family in terrorist bombings that didn't discriminate against children or women. Oddly enough, he was protecting her from the terrorist group they'd just sold nuclear weapons to. He wasn't so kind as to save the suicide bomber (in fact, Hyoubu ignored him altogether) but he sent the girl to a hospital and sent her gifts afterwards...right after he walked into the headquarters of the terrorist faction and killed everyone there. He claimed he didn't care about her, of course, and said that he only took out the terrorist base because they'd ruined his mood and the punishment for that was death, but the fact that he cared enough to be upset by it at all speaks volumes.

The most telling was when he sealed Yuuri and told her that now that she can no longer use her powers she will be free from the Normals. However, he ammended it almost immediately and said that she will be free from the fate the adults had pushed onto her. While Hyoubu says he wants nothing more than to destroy all Normals, he acknowledges that the leaders of Black Phantom aren't evil because they're Normals. They're evil because they'd callously twist a girl's love for her father into a way to shackle her to a world of darkness.

Hyoubu hates Normals who treat espers like they're below human, but he's also afraid of trusting Normals who treat espers like they're humans. As the saying go, once bitten, twice shy. Hyoubu had been betrayed by a Normal that told him he "can stay here just as you are." As a result he can't help but view all Normals with mistrust, like at any minute they could turn around and put abullet into the espers in their care. The exception seems to be children. That's because even though past events have shaped him into the vicious person that he is, at his core he's still not a bad person. He's still idealistic in that he believes, even if it's no longer possible for him, it seems like he wants to create a world where espers can live the way they want to and not have the fairytale endings they'd worked for snatched out of their hands.

He can't forgive Normals for what they did, not only to him and his comrades but to all espers and he's stated in canon that his ideal society is one where all the Normals are dead. However, it's unclear so far in canon what kind of future he's trying to create, because he has acknowledge that in a world where he realizes his revenge against Normals, a lot of the younger espers in P.A.N.D.R.A. as well as Kaoru, the girl who will become the Queen of Catastrophe and a girl Hyoubu cares deeply about, will not find their happy ending. Though, there are hints that Hyoubu is actively trying to stop the war between espers and Normals. For example, Feather, an esper from the future who is trying to change the past said that they could trust Hyoubu and the future he was trying to create because their enemies were the people who would take away other people's happiness. Which seems to imply that he has chosen to preserve the happiness of the esper children he cares for over his revenge.

Of course, while he is a good person deep down, it still doesn't change the fact that he's a villain character. He's shown that, goodness aside, he's more than capbable of being vicious. After all he'd apparently murdered twenty B.A.B.E.L. members before the start of the story and killed everyone in a terrorist base once without batting an eye.

Besides that, Hyoubu is normally a really childish and impulsive person. The sort who would come up behind someone and kick them behind the knees. Just for fun. He decides things on a whim like trying to buy a flower from a little girl with a whole suitcase of money, or suddenly deciding to hold an operation in a different location after all the plans had been made to have it in one place. Usually without first telling anyone before hand because he hadn't even known he was going to do it until a minute ago. He really is the sort of person who might end up doing something dangerous or strange just because he suddenly felt like it. He finds great amusement in pranking people (like giving them weird things for White Day) or just doing strange things to see what their reactions will be. In short, he's a troll. One way he uses to mess with people is to purposefully act dense, like the time when someone called him a lolicon and a pervert that stalks middle school girls...and then he turned to another person standing with them and said, 'Did you hear what he just said about you? How rude of him!' When it was all clearly directed at Hyoubu or the way he continues to pretend not seeing anything wrong with running around in a middle school uniform all the time. He also acts this way when helping people to the point where you're not even sure if you want his help. He also has a tendency to assign nicknames to people, often these will be puns or, if he doesn't like a person, an insult. He's also often seen taking part in the usual fourthwalling shenanigans as the rest of the cast throughout the story. His first reaction it seems, when he gets embarrassed is to get angry, usually at someone who might not even deserve it.

In short he never acts his actual age, and sometimes barely acts his apparent age. He'll claim to be elderly in times when it suits him, though, like when he wants to use the hotsprings first. He's also incredibly petty and immature, getting angry at people when they call him a lolicon, once even threatening to start a bloodbath because another character spit on his face. Outside of a fight or anything that requires him to be serious, he also tends to be a little absent-minded because he really doesn't pay attention to details. Instead he'll leave the details for other people to deal with.

Why is your character a good fit for the setting of Soul Campaign, and what will they do once they are in the game?
He'd be pretty indifferent to the war at first but because there are things he absolutely has to do back home he'd help under the pretense of going back. If he figures out that the Guests brought in by BREW could choose whether to stay or go he might try to convince characters with powers who were treated as monsters in their own world to return to his and join P.A.N.D.R.A.. But he'd be a good fit if for no other reason than because he understands wars. He's fought in them, started a couple and put an end to at least one. Even without his powers, this understanding would make it easy for him to adjust.

List the abilities your character will still have in Soul Campaign:
He served in the army when he was youger, so he knows how to use various World War II weapons. However, since we've never seen him using any during the main story, it's probably safe to assume that as his powers got stronger he used them less and so his knowledge about weapons may be a bit outdated.

Also, he has 80+ years worth of life and fighting experience under his belt. In canon even against espers with stronger abilities he was able to overcome them by fighting strategically because while he's not very good at long term planning due to his impulsive nature, he's very good at thinking on his feet and he has really good problem solving skills.

The first power that awakened for Hyoubu was psychokinesis, which in its weaker incarnation, works best when the person using it can fight a little. So while his form may be sloppy, he probably does know some basic hand-to-hand combat. Though as he gained more powers they've become less important and he's probably slacked on training them.

List the weaknesses your character will gain (or lose) in Soul Campaign:
He won't need to continue to take medication to prevent his body from aging.

Without his powers he's probably pretty useless, given that he's seen relying on them heavily while fighting ince his powers awakened before he was seven, it's likely that losing his powers will also mean there are a lot of everyday things he's used to doing with them that he'll need to get used to doing without his powers (for example, having to ask people about their day instead of just figuring it out using psychometry. Actually getting up and going places/getting things instead of just teleporting there or getting it using psychokinesis.)

Soul Description:
Hyoubu's soul is a silvery white. No matter what expression he shows outwardly, the eyes on his soul always looks apathetic, almost dead. His expression is usually fixed in an amused smirk, though it will turn down in a frown when he's angry. There's a stramge hole on his forehead, it's darker than the rest of his soul and there are short hair line cracks extending from this hole outwards. His soul also has his signature cowlick on the top.

Souls CANNOT be purple, since Witches have purple souls in Soul Eater, and they CANNOT have wings, as only grigori can have winged souls. ]

Geez, this place really is something else.

[The person that shows up on the screen appears young, the fact that he was wearing a middle school uniform only reinforces this impression. He brings a hand up to rub behind his neck.]

How is it that a place that actually calls itself America looks even less like America than Comerica does? It's a bit of a mystery. Not to mention this whole Weapons and Meister thing...it almost makes ESP seem normal. Espers are already supposed to be an existence that pushes the laws of physics, but this is on a whole different level. [Well, it's not like he's all that bothered by that. But it was normal for new arrivals to complain, right? He'd hate to upset the status quo~.]

And morning training: does it really start that early? [He sighs.] Well, I guess it's fine for the young people here. I'll probably be sitting it out though. [He grins like someone who just said something funny that was made funnier because no one else will get the joke.] The elderly need their rest, you know.

Third-Person
He couldn't cover the distance between the school and the nearest doorway back to the Catastrophe with just one teleportation, of course. That was too far even for the Goddess. Instead, the coordinates Hyoubu picked was somewhere in the sky, far above even the tallest building in this are of Tokyo, some distance away from the school. He could probably make the jump to one of the apartments they bought under a fake name, but for now he was just going to stay here.

He hovered in the air for the moment, expression angry as he looked up at the clouds without really seeing them.

Black Phantom.

His face twisted into a sneer at the thought of that organization that was built on the blood of esper children. No, not just their blood. If Black Phantom just stopped there, Hyoubu might have been able to forgive them. But they didn't just stop there, they also stripped them of their freedom and destroyed their futures. Black Phantom embodies everything he hated about this world that would kill an esper simply for being born.

Confirming the co-ordinates he was jumping to instinctively, he teleported--

--and ended up somewhere he's never seen before.

He was on edge immediately, especially because he couldn't get a feel for the space using his spacial-cognition. It wasn't on the same level as the Empress's, but at the very least he should be able to feel something. But he couldn't. An ECM? But there shouldn't be one that could cancel out his psychic waves.

Hyoubu's eyes narrowed.

Was it a hypno attack?

"...I didn't realize there was another hypno user on the level of that girl."

The screens became lit then, and even though Hyoubu was on alert his posture was relaxed. He kept his hand in his pockets as he listened, attentive even though he didn't seem like it.

Shinigami. Death Scythe. Spirit. Death City.

The edge of his mouth turned up in a humourless smirk. And Magi thought Hyoubu's puns were bad...

Still, by the end of the message any tension that remained in his body had disappeared and he finally brought one hand out to run it through his hair.

"Nevada?" That one word proved beyond a doubt that this wasn't a hypno attack. No one in their world would have dared used the actual name of any place in Comeric--ah, wait. He can call it America here can't he? It seemed a little strange to, but, as they say, when in Rome...

"So I'm not stuck in an illusion but in some kind of strange crossover." He sighed dramatically and let his hand drop to the back of his neck, "Ahhhhh, Magi isn't going to believe this, is he? Well, I guess if it works like a filler arc or an omake it won't matter." But if it didn't he was going to get the lecture of a lifetime. Somehow, the prospect of that was worse than any war against witches or weird eggs.
